There is no fixed legal interval, but the Regulatory Reform (Fire Safety) Order 2005 requires that your assessment is reviewed whenever it may no longer be valid — for example, after a significant change to the premises, a change in occupancy or use, or following a fire or near-miss. As a general guide, most assessors recommend a review every one to three years for standard premises.

Any person who has control of a non-domestic premises, or the communal areas of a building containing two or more domestic properties, has a duty under the RRO 2005. This includes business owners, employers, managing agents, and landlords of HMOs and blocks of flats.

Legally, yes — but the responsible person must be competent to do so. For most premises, this means having the knowledge, training, and experience to identify hazards and evaluate risks accurately. Where there is any doubt, appointing a qualified assessor is strongly advisable. Using an NFRAR-registered assessor provides a clear, verifiable standard of competence.
